Professional advice and services are the only way to go. Personally, I would prefer to use a professional shipper who already services the exact route/area/region or concern.
Clear, honest descriptions with packing & crating as required. Don't fudge any of the details and that will help it clear customs without undue scrutiny or seizure. Make any valuation claims accurate even if you get a great deal. You may pay a little more in duties, but that sure beats them seizing the shipment and holding it until ?? because you're trying to save a few bucks by misrepresenting the item, taxable value or both.
I've exported numerous bikes and parts to countries outside of North America with no issues. Not sure how NAFTA impacts dealing with Mexico like this but would think it would help make it easier. International money transfers are lots easier now than decades ago.
