I would have attacked that high spot with a clean pine 2 by 4 about a foot long and a large dead blow hammer. Hold the 2 by 4 horizontally over the wheel flair to spread the blow, 1 or 2 blows should remind it where it needs to be, if not holding it diagonally and using just a corner gives a more localized hit. One of the tips in the photo on a Morgan Knocker should take care of the low spot in short order. If the rod on the M.K. tip wasn’t appropriate for the job I would have tacked one on that was or some times I use thick leather between the rod and the panel. Being it’s an open quarter (no outer wheel house) and you can get to both sides the job is pretty much a cake walk. I have done heavy collision work for so many years that a job like this is second nature for me, I don’t even need to think about it . I wish I could say the same about power hammer work which can be very humbling at times. ~ John Buchtenkirch
