Hi Tom,
From my wheel straightening experience, I would recommend backing up the face of the wheel with a good 8"X8" shot bag and whack the dent out with a hard-faced heavy dead blow hammer. Two or three good thumps should do it, with the first thump showing how much it takes to move it.

I do many alloy wheels. Don't like 'em much but it's easy money.

Not seeing the dent though. The arc adjacent to the tire looks correct but with a bulge inboard at the next definition line. Looks to me like dress back that small bulge with needle files and fine emery paper then polish and it'll vanish.
If necessary it will weld easily out there at the edge with no ill effects. Use a 5xxx rod and pre-heat but don't get it too hot under the arc or the material will bubble due to the additives used in the casting process and not polish too well.
