When I've done it by hand, I use a scotchbrite pad and simply stroke in a single direction. You can't rub back and forth, or you end up with little J turns at the end.
I once found a scotchbrite belt for my belt sander and it worked okay on flat surfaces. But the Eastwood Surface machine https://www.eastwood.com/eastwood-co...ory-drums.html would be something I'd investigate if I were doing it again. The trick is, perfectly straight lines.
