Default '36 fender

I want to restore a '36 Chevrolet pu fender just to practice.
The fender is a rust bucket and the rust goes very deep. Too big to soak. I've tried the spray on "Must For Rust" stuff but it doesn't get the job done. Also tried wire brushing. Any clues for me?
