Bumper brackets

How about 2 U shaped brackets bolted together at the center ?
one welded on the bumper / one bolted to the rail end then bolted at the center, there would be a lot of adjustability...

I would stay away from panel adhesive , It is strong even though flexible,It would cause distortion in the panel during heat/ cool cycles. I would use nothing or a light seam caulk.
