Is this going to be one time job? If so, it might be best to farm it out or you can get a cheap hammer and dolly set. You can make fender from scratch with stump and hand tools. As far as equipment if not doing for job or for a living, equipment can add up fast and with out the knowledge to use it, its waste of money(Ask me how I know this
). Also taking class taught by a master or going to a metal meet can help show what can be done with hand tools hope this helps. Bryan
