Default Hi for Virginia, Needing plans to build an English wheel please...

Hi, Ed Biggar here. I have been looking at the English wheel offered at Harbor Freight and I as a welder for over 30 years feel I can make something just as good or better in my shop. I would like to hear from the forum members their recommendations on the best plans for building an EW and also the better makers of anvils,etc. I am thinking about buying the large wheel and anvil selection from Harbor Freight but would like some input on their quality and durability. I am on a limited budget and will be needing to learn the basics of metal forming on the wheel, sandbag etc. My goal is to be able to form sheetmetal into sculpture ( a life sized mule for displaly and my pasture would be a desirable project when I am set up for it). In the early 70's I hand formed and oxy-gas welded a life sized wild boar when I lived and raised swine in Oregon. It was a good art piece and now belongs to a lawyer.
