Default Rear quarter panel shaping problem

Hello all, I am currently working on a 1964 Mercury Comet and I'm having trouble shaping the rear wheel well lower quarter panel. The rear wheel Arch starts small and gets wider towards the rear of the car. At the end of the wheel Arch the quarter panel tapers in ward toward the rear bumper area. Shaping the wheel Arch is not a problem but at the end of the wheel Arch the metal has to bent towards the bumper area and it's driving me crazy trying to shape this panel. Maybe I'm overthinking it way too much but some fresh ideas would surely be welcomed if you can understand my dilemma.
